Como consecuencia los recortes presupuestales de los republicanos, 43,000 estudiantes universitarios menos recibirán ayuda financiera estudiantil del estado aunque los números de estudiantes inscritos están aumentando.  Dividido entre el tipo de becas, 29,000 estudiantes menos recibirán “Texas Grants” y los 14,000 que quedan no recibirán ayuda financiera estudiantil como consecuencia de los recortes a las becas de “TANF,” del programa “College Readiness,” “Texas Career Opportunity” y becas para los que estudian enfermería. Rick Perry’s Anti-Latino Agenda: Closing the Doors to a Higher Education

“Governor Perry and his Republican colleagues further closed the doors to a higher education for thousands of Latinos students,” said Rebecca Acuña, spokesperson for the Texas Democratic Party.

Since Rick Perry deregulated tuition in 2003, the average designated tuition at public universities in Texas has increased by a whopping 173 percent. At the same time, the Republican-led legislature has decreased financial assistance to students.

Because of the “cuts only” budget approach by Republicans, 43,000 fewer college students will receive state aid even though college enrollment is rising. Broken down, 29,000 fewer students will receive TEXAS Grants and the remaining 14,000 students will not receive student aid as a result of cuts to the TANF Scholarship Program, College Readiness Grants, Texas Career Opportunity Grants, and Hospital-Based Nursing Education Grants. Latino students, who currently receive close to half of TEXAS Grants awarded, will be disproportionally hurt by Rick Perry’s cuts.

Already, Texas ranks 42nd in the number of high school graduates going to college, and less than one in four adults in Texas has a bachelor’s degree or higher.

“Rick Perry is intent on pushing our state even further to the bottom,” said Acuña. “He’s making it close to impossible for students from everyday families to fulfill their dream of a higher education. Were he President, his unequivocal opposition to the federal DREAM Act would enact permanent barriers to hundreds of thousands of Latino students.”

National Implications for Two TDP Legal Battles

We have a big leadership problem in Texas, and by now you’ve met him: Rick Perry.

What you may not know is that Rick Perry’s policies have a very good chance of causing chaos nationally in ways that have nothing to do with the presidential race.

That’s because the outcomes of two legal battles we’re currently fighting here in Texas will have serious national implications.

So the stakes in the Texas legal battle will have implications not only in-state, but also in the national arena: with so many seats there is a large effect on the national House balance. In 2012, Texas will remain the second largest delegation in the nation, perhaps with a large say in who controls the House.

If the Perrymandered congressional map is allowed to stand, Texas Democrats could win statewide with 50.1% of the vote and we’d still only win 33% of congressional districts. And with the second largest congressional delegation in the country, you can bet that that would have a huge effect on the balance of power in the House of Representatives.

The Department of Justice recently objected to the congressional map but this fight is a long way from being over. You can help by contributing $15, $50 or $150 to the Texas Democratic Party’s redistricting litigation efforts.

At the same time, we’re also fighting the nationally infamous King Street Patriots, a Texas-based Tea Party group. The King Street Patriots run an “election integrity” program which consists of showing up to minority polling sites and wreaking havoc. They recently sent out a fundraising email saying that they have already expanded to thirty states and are still growing.

Our lawsuit against this group came about when they formed a nonprofit corporation and then proceeded to use that corporation to illegally conduct political activity designed to help Republicans.

Now, these Tea Partiers would have you believe that they raise their money by “passing the hat” at their meetings but they’re being represented by the same high-powered Republican attorney who was the architect of the Citizens United case.

Not even in Texas is there such a thing as a hat that big.

BREAKING: DOJ Releases List of Questionable Districts

The state house districts in question are HD 33, HD 35, HD 41, HD 117, and HD 149. The congressional districts in question are districts 23 and 27.

Anthony Gutierrez, the Deputy Executive Director of the Texas Democratic Party, released the following statement in response to the house and congressional districts in question by the Department of Justice (DOJ):

“As we have maintained all along, the DOJ observed that the Perry approved redistricting maps are an illegal racial gerrymander designed to deprive Texas voters their choice of representation.

The DOJ observed that the bizarre new HD41 in Hidalgo County has an unusual number of precinct splits and is no longer a district in which Hispanics would be able to elect their candidate of choice. In Harris County, Republicans unnecessarily combined two districts where minorities have consistently voted cohesively to elect their candidate of choice.

Rick Perry and his Republican legislature attempted to quash the voting rights of millions of Texans in order to avoid being judged on their failed records. Thankfully, the Department of Justice is fighting to preserve the voting rights of Texans.”

TDP in the News: Redistricting

Last Friday, the Redistricting trial in San Antonio concluded. The court indicated that they shall await a ruling from the DC court before issuing their own ruling. We have filed a motion to intervene in the DC case and expect to receive an answer soon. The DC court will have a hearing November 1st to rule on motions for summary judgment and trial, if needed, will follow soon thereafter.

It is expected that a decision from the San Antonio federal court will likely come down something in late October/early November.

Throughout the trial and continuing til now, your Texas Democratic Party has been working hard to make the case that these maps are discriminatory and need to be redrawn. Below you will find a snapshot of some of the press we’ve received thus far. Also below you will find some very informative stories that will answer all your questions as to next steps in this process.

In the coming weeks we will continue to fight these gerrymandered maps both in actual courtrooms as well as in the court of public opinion.

Democrats Accuse Pena of Lying About Redistricting – Austin American Statesman

But Boyd Richie, Chairman of the Texas Democratic Party, sees it differently and had some scathing words about the former Democrat, who sat on the House’s redistricting committee during the 2011 session.

“Principles have never been Aaron Peña’s strong suit but this is a disgusting new low,” Richie said in a statement. “He used his position on the redistricting committee to gerrymander his own district then lied about it on the floor of the Texas House of Representatives.”

So, electorally, Peña is a non-factor. But, at the moment, he’s still in office and is the leader of the Hispanic Republican Conference as well as a member of the Redistricting Committee.

And that’s what makes this a huge deal — the guy Republicans put in charge of Hispanic outreach was so scared of facing Hispanics after this legislative session that he cut 30,000 of them out of his own district. And then he lied about it on the floor of the House of Representatives. Now, Peña can quibble about whether he lied and he can bloviate about the meaning of “draw” but the fact that he cut 30,000 Hispanics out of his district is indisputable. It’s simple math based on publicly available information.

Democratic Party officials accused Peña of using his seat on the redistricting committee — he was the only Valley legislator assigned to it — to gerrymander his own district for personal gain.

“We have a Republican member of the redistricting committee caught lying about his role in the drawing of a district so blatantly discriminatory that it could be used in textbooks to illustrate gerrymandering,” Gutierrez said. “Simply put, Peña would not have lied if he had not done something wrong.”

Pena had repeatedly denied accusations that he was directly involved in the drafting of the redistricting map. His new district covers less than 2 percent of his old district.

But during the redistricting trial a House Redistricting Committee Counsel, Ryan Downton, testified that he worked with Pena on the district lines. Downton said Pena would identify specific neighborhoods that he believed were favorable to him so that he would include those in Pena’s district.

We saw the priorities of Republicans like Dee Margo and Rick Perry in the last legislative session — $4 billion slashed from public education, tens of thousands of teachers laid off, billions cut from basic state services.

If these gerrymandered Republican maps are allowed to stand, you and your family will get 10 more years of those misplaced priorities.

While many El Pasoans will be struggling, corporations and special interests will sit on their fat pocketbooks and continue to enjoy tax loopholes worth billions.

After decimating public education to keep corporate tax loopholes in place, it makes sense that Republicans would prefer to rig elections by drawing unfair maps rather than face voters and explain their records. But Texas Democrats have no intention of letting them get away with it.

The Republican-dominated Legislature reduced the representation of Harris County in the Texas House from 25 seats to 24 seats. It paired Democratic state Reps. Scott Hochberg and Hubert Vo in order to eliminate a district where minorities make up an overwhelming majority of the electorate and have consistently voted together to elect their candidate of choice. Furthermore, the illegally gerrymandered House plan gives Anglo voters control of 14 of 24 House districts, meaning that 33 percent of the county’s population effectively controls 58 percent of the county. In other areas, the Republican House map leaves a significant portion of the Hispanic population stranded in a district where it has little influence.

Our community is all too familiar with the devastating consequences when Republicans are allowed to get away with shameless power-grabs like this one. We’ve seen public education cut to the bone, tens of thousands of teachers headed to the unemployment line, and pre-K and higher education put further out of reach for our students. Our community disproportionately suffers from these Republican policies, and if these gerrymandered maps are allowed to stand, we’ll be facing another decade of these devastating policies. We cannot let Republicans rig elections so that they don’t have to run on their record of failure.

The same day Gutierrez released his report, the Department of Justice filed legal briefs announcing that the Texas House and congressional redistricting maps violate the Voting Rights Act of 1965 because they don’t protect the electoral power of the state’s minority populations. AARON PENA CAUGHT IN REDISTRICTING LIE

The Austin American-Statesman and NewsTaco are now reporting that Republican State Representative Aaron Pena has been caught in a lie regarding his role in the creation of the severely gerrymandered district that was drawn for him in South Texas.

Just moments ago, the Department of Justice refused to grant preclearance under the Voting Rights Act to the proposed state house and congressional districts, which includes the district Pena drew for himself then lied about.

AARON PENA LIED ABOUT HIS ROLE IN REDISTRICTING

Testimony Reveals Republican Redistricting Cmte Member Lied on House Floor

(San Antonio, TX) In April, during floor debate on the state house redistricting proposal, Republican State Representative and member of the House Committee on Redistricting Aaron Pena emphatically and repeatedly stated that he had no role in drawing the actual lines for the controversial district that was created for him in Hidalgo County. [1]

During last week’s redistricting trial, Ryan Downton, the House Redistricting Committee Counsel, testified [2] in open court that he worked with Representative Pena on the district lines after the first draft of the map was released. He then went on to say that Pena would identify specific neighborhoods that he believed were favorable to him so that Downton would include those in his district.

The incident Downton refers to in which he and Pena worked together to modify the initial configuration of state house district 41 occurred sometime between April 13 and April 19. [3]

Eight days later, on April 27, the state house map was debated on the House floor at which time Pena, in direct contradiction with Downton’s testimony, unequivocally stated he had no role whatsoever in the drawing of the actual lines for his district. As recorded in the House Journal, he said his only role was offering three broad suggestions. [4]

“Principles have never been Aaron Pena’s strong suit but this is a disgusting new low. He used his position on the redistricting committee to gerrymander his own district then lied about it on the floor of the Texas House of Representatives,” said Boyd Richie, Chairman of the Texas Democratic Party. “Aaron Pena simply is not worthy of the privilege of public office.”

“I am extremely disappointed to learn that Aaron misrepresented the truth to me when I asked him if he had any input in drawing his district,” Representative Armando “Mando” Martinez stated. “After learning of Ryan Downton’s sworn testimony, it is now evident Aaron was not truthful on the House Floor. Aaron was elected as a Democrat to represent his constituents in Austin. He switched parties after he was elected, which was not fair to the people who elected him. Now, Aaron not only refused to speak the truth when asked if he was involved with the drawing of his district, he gerrymandered specific neighborhoods to favor him. His new district covers less than 2% of his old district. It is obvious he does not want to face the people who originally elected him in the upcoming election.”

In debate on the House floor and in media reports it has been noted that the redrawn house district 41 bizarrely comprises only 1.5% of the old HD41. In addition, it is underpopulated by about seven thousand people relative to the surrounding districts, all occupied by Democrats. The odd configuration and distribution of population are indicators of what is referred to as “packing”, in which Latinos are “packed” into the surrounding districts in order to achieve a political goal in HD41. This partisan gerrymander was confirmed by Downton’s testimony in which he was asked why the district was underpopulated relative to the surrounding districts and responded that making all the districts equal in population would have made it a Democratic district.

“We have a Republican member of the redistricting committee caught lying about his role in the drawing of a district so blatantly discriminatory that it could be used in textbooks to illustrate gerrymandering,” said Anthony Gutierrez, a spokesperson for the Texas Democratic Party. “Simply put, Pena would not have lied if he had not done something wrong.”

Fight Back

Dear fellow Democrat,

The Texas Democratic Party is fighting a three-pronged GOP attack trampling on your voting rights. As you read this, Texas Republicans are trying to: (1) suppress turnout by implementing an unnecessary voter ID law to prevent legitimate voters from participating; (2) make voting irrelevant by illegally gerrymandering districts to pre-determine outcomes; (3) prevent targeted groups from voting by supporting the right-wing extremist groups who manipulate campaign finance laws to fund their voter intimidation programs.

Help us today with a contribution of $10, $25, $50 or more to fight back and make sure all citizens are able to exercise their right to vote as provided by the Constitution.

This past legislative session, the Republican supermajority passed a discriminatory Voter ID law, the sole purpose of which was to suppress turnout among minorities, the elderly, young people, the poor, and other constituencies who tend to vote Democratic. The Texas Democratic Party fought back by launching a petition drive to express opposition to the legislation. Almost 7,000 people signed our Petition to Preserve Voting Rights either by signing online or by collecting signatures throughout their community. We sent the petition along with a letter to the Department of Justice to object to the new voter-suppression legislation. You can read the letter here. If this law is allowed to go into effect, the Texas Democratic Party will have to embark on an unprecedented voter education and empowerment effort.

But that’s not the only piece of discriminatory legislation the Republicans passed this session. Just in case there might be some Democrats left who could still vote, Republicans passed a series of gerrymandered maps to try and maintain control of our state’s legislative and congressional seats regardless of the will of the voters. The Texas Democratic Party along with several other plaintiffs is fighting these maps in court. The redistricting trial began September 6th in San Antonio. And just for extra insurance, Republican activists formed a shadowy “non-partisan” organization closely aligned with the Republican Party called the “King Street Patriots.” In 2010, they implemented their “True the Vote” program in Harris County. There the organization’s poll watchers, predominantly white people at polling locations in minority neighborhoods, harassed and intimidated voters. Numerous complaints were filed, prompting the County Attorney’s office to step in and the Department of Justice to send federal inspectors to monitor the election. The Texas Democratic Party filed suit against the King Street Patriots for operating as an illegal political action committee and violating their nonprofit tax-status. They have publicly stated their intention to take their program nation-wide in 2012.

Your Texas Democratic Party stands armed and ready with the law on our side. But we also need the resources to continue to fight against the constant assault on voting rights.

Your contribution of $10, $25, $50 or whatever you can afford will help us keep fighting to protect the rights that were won for us by men and women who fought for the right to vote in this country and in many cases were beaten, starved, imprisoned, threatened, and sometimes killed by those who didn’t think they were the “right” people to be voting.

  • The effort to keep Tom DeLay from manipulating the 2006 TX-22 election by illegally removing himself from the ballot.
  • Fighting to keep Republicans from removing State Senator Wendy Davis from the 2008 general election ballot.
  • A 2008 case in Dallas which forced county officials to submit their flawed voting machines to the Department of Justice for preclearance under the Voting Right Act.

Amazingly, Chad volunteers his services. Regardless, we incur all kinds of expenses related to litigation and the people we’re fighting have virtually unlimited budgets.

I cannot overstate how important this fight is to the future of our state. Any contribution you can make to support our efforts will be extremely helpful.

After Republicans cut billions from public education and laid off tens of thousands of teachers, it’s not surprising that they would rather siphon the Democratic vote and gerrymander districts than try to run on their records. Thing is, Texas Democrats just aren’t going to let that happen. TDP Statement on Conclusion of Redistricting Trial

The following is a statement from Texas Democratic Party spokesperson Anthony Gutierrez on the conclusion of the Texas redistricting trial:

“Texans deserve an open, honest, and transparent government that works for them. This trial shone enough light into the closed process Republicans used to create these gerrymandered maps. There is no doubt that Republicans created these maps to illegally keep the outcome of elections out of the hands of voters.

Academics, voting rights experts, legislators, members of congress and community leaders were united in calling these maps discriminatory in effect and intent. Republicans used virtually every available gerrymandering technique so that they could predetermine the outcomes of elections.

Further, the testimony of the Republican author of the maps directly contradicted the testimony of his staffers who actually drew the maps. Those most responsible for these maps would not have been elusive in talking about them if they had not done something wrong.

The days when this kind of disrespect for voting rights was customary should be long behind us. We anxiously await a decision from the court in which they strike down these maps and give Texans the opportunity to have a real voice in their elections.”

TDP BEGINS IMPLEMENTATION OF ITS DELEGATE SELECTION AND AFFIRMATIVE ACTION PLAN

(Austin, TX) –The Texas Democratic Party is moving forward on implementing its affirmative action, outreach and inclusion plan. The TDP will aggressively implement an outreach program to recruit, educate, and train our Democratic electorate to participate in the delegate selection process and in our party’s organization at every level.

“As one of the largest and most diverse delegations in the country, the TDP will make certain that all voices of our broad constituency are heard at our National Convention,” said TDP Chairman Boyd Richie.

The TDP aims at a diverse delegation for the 2012 Democratic National Convention and in order to fulfill these ambitious goals, the TDP will:

-Hold a delegate selection workshops in each of Texas’ 31 Senate districts,

-Publish and distribute information on the delegate selection process to state and local party officers, at party meetings, and at meetings of constituent interest groups,

-Create a volunteer speakers bureau to disperse information on the process,

-Outreach to community leaders within the Party’s various constituencies, and

-Encourage persons to register to vote and vote as Democrats.

“The Texas Democratic Party is the party of inclusion,” added Richie. “Texas is truly a unique state, and we want our delegates to represent the diversity within our party.”
